We are now recruiting a Senior Tender Coordinator, preferably the candidate start as soon as possible, location Stockholm.
Summary
Responsible for managing bids and tenders in Sweden during an interim period until the Tender Manager Sweden is recruited. The contractor will be responsible for securing that the tender databases are regularly and accurately monitored and that key information is cascaded to the business teams. Furthermore the contractor is responsible for coordinating and communicating all questions in the tender requests and for setting internal deadlines for input and coordination of the tender information in order to meet all external deadlines for submission. Furthermore the contractor will be responsible for our client's adherence to the LOU (Lagen om Offentlig Upphandling) and applicable commercial terms and ethics in all tenders.
Key Activities
- Secure that the tender databases are regularly and accurately monitored and that key information is cascaded to the business teams.
- Collect and archive tender requests.
- Responsible for giving a 12-18 months notice prior to contracts ending to Business Unit Managers for the relevant Business Units and Nordic Product Manager for each ATC-code, with copy to the Business Unit Director. Feed key information regarding ongoing tenders and prolongations.
- Regularly and actively call into the different counties and regions (purchasers to secure information regarding new tender opportunities identified early and conditions regarding prolongations e.g increased/decreased prices from competitors.)
- Responsible for tender being submitted prior to deadline.
- Send out county country allocation decisions to the Business Unit Director, Nordic pricing Manager, Sales Manager and Nordic Product Manager with information regarding the last day for appeal.
- Actively collect competitive information from all new contracts. Send out maximum a week, after decision has been posted, to relevant internal stakeholders. Information should at least include pricelists and evaluation sheets.
- Responsible for timely discount payments to customers.
- Build and develop relationships with purchasers at the county councils.
- Collect and archived information important for tender business purpose e.g. price from competitors, tenders marketing materials.
- Close collaboration with sales managers and efficient cascading of critical information.
- Coordinate all questions and answers in an ongoing tender.
- Meet all external deadlines for submission
- Responsible for Baxter's adherence to LOU and commercial and ethical terms.
- Archive and keep N:drive and Sharepoint sites updated with tender information.
- Guide the relevant business teams regarding "open windows" for our client to have contact with customers and ensure colleagues are aware of expiry dates and when it's time to approach e.g expert committees.
- Responsible for correct pricing for customers by updating the WISE system (JDE starting April 16th).
- Establish a proactive and interactive information flow with relevant business teams, as applicable to manage tenders successfully.
Education/Experience
- Business degree in economics, law and/or public administration.
- More than 2 years experience in an expert role in relation to tender management in pharmaceuticals and medical devices.
- Experience from working in the government or organizations in public health care areas of responsibility (national/regional/county level) is beneficial.
Business and Technical knowledge
- Good knowledge of the industry and healthcare sector in a Swedish policy context, including the economic and legal environment in the counties and regions.
- Good knowledge of Swedish tender, pricing & reimbursement processes.
- Ability to analyze and distil large amounts of complex, often technical/scientific information into understandable concepts and language.
- Understand the monetary and fiscal activities of government and counties vs. municipalities.

Particular knowledge is required: Office and Outlook, PowerPoint. Tender databases and tools in general (e.g Visma Upphandlingskoll, Visma TendSign, Amesto Avantra, ChamberSign).
